当前新冠肺炎疫情正在全球蔓延，给全世界人民的生命安全和身体健康带来巨大威胁，为此我特别牵挂中国体彩网身处世界各地的每一位国际学生，希望各位同学以及你们的家人保护好自己，远离病毒，一切都安好！在这段特殊时期里，让我们共克时艰，守望相助。
疫情发生以来，中国政府、中国人民不畏艰险，始终把人民生命安全和身体健康摆在第一位，坚持全民动员、联防联控、公开透明，打响了一场抗击疫情的人民战争，目前已取得阶段性胜利，连续多日本土疑似病例确诊病例零增长，武汉市也将于4月8日解除封闭，世界卫生组织高度赞扬了中国疫情防控工作。在中国疫情防控形势持续向好的同时，秉持人类命运共同体理念，以多种形式同国际社会分享抗疫经验，提供人员、物资和技术支持，开展国际合作。
辽宁省坚决贯彻落实习近平总书记重要讲话、指示批示精神和党中央决策部署，始终把人民群众生命安全放在第一位，科学防治、精准施策，把疫情防控作为最重要的工作。3月22日，辽宁省内所有在治新冠肺炎患者全部出院，实现清零。目前，全省社会生产生活秩序正在快速恢复中。
中国体彩网按照上级有关要求采取了严格的防控举措，先后出台疫情防控的工作预案、应急处理预案、监督工作方案等，周密部署疫情防控工作；校园实行封闭管控，精准摸排全体师生员工信息，坚持健康“日报告”“零报告”制度。全体境内外国际学生积极配合中国体彩网各项防控举措，及时报告行程轨迹和健康状况。中国体彩网免费为每一位假期留在中国体彩网的国际学生提供口罩、测温计等防护用品以及米、面、油、蔬菜、水果等生活必需品，确保他们生活无忧、心情舒畅，与此同时，留在中国体彩网的国际学生给中国体彩网防控工作尤其对集中封闭管理以极大的理解、支持与配合。正是大家的共同努力，中国体彩网近三万名师生员工新冠肺炎疫情零感染。为此，我代表沈阳师范大学对大家在过去两个月里对中国体彩网各项工作的配合与支持表示衷心的感谢！
在全面做好疫情防控工作的同时，中国体彩网落实教育部提出的 “停课不停学、停课不停教”要求，制定了本学期包括国际学生在内的线上教学实施方案。自2月24日开始，全体注册国际学生、已经离境的往届国际学生、海外孔子学院学生以及有意来中国体彩网进修学习的汉语和中华文化爱好者等400余人接受中国体彩网汉语在线教学。师生每天云端相聚，收获满满。
按照教育部的要求：在疫情防控没有得到基本控制之前不开学，中国体彩网防控措施不到位不开学，校园安全和师生的公共卫生安全得不到保障不开学。中国体彩网正在完善开学返校工作预案，组织开展学生返校演练，筹备疫情防控物资，全力做好开学准备，具体的开学时间由省教育厅根据疫情防控形势确定后通知中国体彩网，中国体彩网也将在第一时间通知各位同学。开学前这段时间还要居家等待做好防护，为此我代表中国体彩网向全体国际学生作如下提示：
一是做好防护，确保健康。请大家持续关注您所在地疫情变化，遵守所在国家的疫情防控规定，配合所在地政府部门开展疫情防控措施，认真做好个人防护，确保身体健康。
二是珍惜时间，学习提高。请大家充分利用网络教学平台，通过在线听课、研讨交流等方式参加在线学习，充分利用线下时间加强练习，为后续的学习夯实基础。
三是等候通知，准时返校。请大家关注中国体彩网开学通知，我们将并至少提前14天告知大家，尽可能为大家购买机票预留时间，同时请同学们不要购买开学时间之前的来华机票入境中国返回中国体彩网。

At present, COVID-19 epidemic is spreading in the world, posing a great threat to the lives and health of people all over the world. For this reason, as the president, I am particularly concerned about every international student of our university in all parts of the world. I hope that all students and your families can protect yourselves and stay away from the virus. During this special period, let’s overcome the difficulties and help each other.
Since the outbreak of the epidemic, the Chinese government and people have always put people’s safety and health at the top of their priority list regardless of danger and difficulties, and adhered to the principles of nationwide mobilization, joint prevention and control as well as openness and transparency, thus launching a war against the epidemic. At present, China has achieved stage victory in fighting the epidemic, and the number of local suspected and confirmed cases has been zero for several consecutive days. Wuhan will also lift its closed management on April 8. The WHO highly praised China’s epidemic prevention and control work. While China’s situation in epidemic prevention and control continues to improve, China, guided by the vision of a community of shared future for mankind, has shared its experience in fighting the epidemic with the international community in various forms, provided personnel, materials and technical support for them, and conducted international cooperation.
Liaoning province has resolutely implemented the spirit of General Secretary Xi Jinping’s important speech, instructions and written instructions, as well as the decisions and plans of the Party Central Committee. It has always put people’s lives and safety in the first priority, implemented scientific and targeted measures and made epidemic prevention and control as the most important work. On March 22, all COVID-19 patients in Liaoning province were discharged from the hospital. At present, the social production and living order is rapidly recovering in Liaoning province.
Our university has taken strict prevention and control measures in accordance with the relevant requirements of the superior administrative unit, successively issued the work plan for epidemic prevention and control, emergency response plan, work supervision plan, etc., and made careful arrangements for epidemic prevention and control. The campus is under closed control. Besides, the situations of all teachers, students and staff are precisely understood, and the system of “daily report” and “zero report” on health is carried out. All domestic and foreign international students actively cooperate with the school’s prevention and control measures, and report the routes and health status in time. Our university provides free masks, thermometers and other protective equipment as well as necessities of life, such as rice, flour, cooking oil, vegetables and fruits to every international student who stays in the school during the holiday, so as to ensure their carefree life and good mood. Meanwhile, the international students who stay in the school give great understanding, support and cooperation to the university’s prevention and control work, especially to the centralized and closed management. Thanks to our joint efforts, almost 30,000 students, teachers and staff of the university haven’t been infected with COVID-19. On behalf of Shenyang Normal University, I would like to thank you for your cooperation and support in the past two months.
While performing jobs in the prevention and control of the epidemic, the university implemented the requirement of “Classes are suspended, but teaching and learning are still ongoing.” put forward by the Ministry of Education, and formulated the online teaching implementation plan including international students for this semester. Since February 24, more than 400 international students, including all the registered international students, former international students who have left China, overseas Confucius Institute students and Chinese culture lovers who are interested in learning Chinese in our university, have accepted the online teaching of Chinese from our university. Teachers and students gather in online every day and achieve a lot.
According to the requirements of the Ministry of Education: Schools shall not be opened until epidemic prevention and control is under basic control, the prevention and control measures are in place and the safety of campus and the public health safety of teachers and students are guaranteed. The university is improving the pre-arranged planning for back-to-school work, organizing drills for students to return to school, preparing materials for epidemic prevention and control, and making preparations for the new semester. The specific starting time will be notified to the school by the Education Department of Liaoning province according to the situation of epidemic prevention and control. The school will also inform the students in time. Before the beginning of school, please take precautions at home. On behalf of the university, I hereby give the following suggestions to all international students:
1. Please take precautions and maintain physical fitness. Please continue to pay attention to the changes in the epidemic situation in your locality, abide by the epidemic prevention and control regulations in your place, cooperate with the local government department to carry out epidemic prevention and control measures, and do a good job of personal protection to ensure physical health.
2. Please cherish time and improve learning. Please make full use of the online teaching platform, participate in online learning through online courses, discussions and exchanges, make full use of offline time to strengthen practice, and lay a solid foundation for subsequent learning.
3. Please wait for the notice and return to school on time. Please pay attention to the notice. We will inform you at least 14 days in advance to reserve time for you to purchase air tickets as much as possible. At the same time, please do not purchase air tickets to China before the school starts.
4. Please keep effective communication. The university and the College of International Education will inform the students of the situation and relevant information in time. Please keep in touch. If you have any problems or suggestions, please contact with your teachers and office staff of college, who will promptly respond to your concerns.
